按《建設(shè)項(xiàng)目水資源論證導(dǎo)則(試行)》(SL/Z 322-2005)的要求,水利類建設(shè)項(xiàng)目應(yīng)符合國務(wù)院印發(fā)的《水利產(chǎn)業(yè)政策》(國發(fā)[1997]35號)和地方制定的水利產(chǎn)業(yè)政策實(shí)施方案。《水利產(chǎn)業(yè)政策》第四條和第七條規(guī)定:水力發(fā)電項(xiàng)目為本政策實(shí)施期內(nèi)的乙類水利建設(shè)重點(diǎn)項(xiàng)目之一

該項(xiàng)目為壩后式且具有日調(diào)節(jié)的水電站,其取水量為流域天然來水量,壩址處多年平均流量31.5m3/s,來水量經(jīng)過水輪機(jī)組發(fā)電除冷卻系統(tǒng)帶走少量蒸發(fā)損失外,無其它水量損失。
